The reason is because both he, and any takers of his offer, are looking to do no more than send tons of fake, fraudulent leads to the end merchant. He wants overseas people (i.e. Indians, Chinese) because $2 is a lot of money to these overseas people, letting him pocket the $15-$30 difference. Additionally, the extremely high margin he's working with provides him some insurance for when he does get caught be the end merchant for sending fake leads.
